Zone 1: Tourism Zone

Zone 1 allows 92% of properties to obtain a license and has a cap of 1,680 licenses. As of December 2025, there were 455 available licenses with no waitlist. That's meaningful headroom, but it won't last forever.

Zone 2: Downtown Core

Zone 2 allows 51% of properties to obtain a license, with a hard cap of 130. There is currently a waitlist. As of December 2025, that cap was essentially full. Buying in Zone 2 without a transferable license means you may wait an indefinite period before you can legally rent.

Zone 3: Single-Family Residential

Zone 3 is the most restrictive, allowing only 10% of properties to hold a license, with a cap of 390. This zone significantly exceeds its cap. Wait times are expected to span multiple years.
